Interpreting the bigger picture
Amaka Consulting helps organizations see the bigger pictures as well as the building-block details of their investments, services, and programs through formative evaluation to ensure that a program or program activity is feasible; through process/implementation evaluation to determine whether program activities have been implemented as intended; outcome/effectiveness evaluation to measure program effects in the target population; as well as through impact evaluation to assess program effectiveness in achieving its ultimate goals.
Project Title: CBL-MFDP SMALL LOAN IMPACT EVALUATION
1. ISSUE
The Central Bank of Liberia (CBL) and the Ministry of Finance and Development Planning (MFDP) CBL-MFDP small business loan (SML) intervention was intended to mobilize local private capital through the establishment of real risk sharing relationships with private institutions for Liberia agribusiness. The issue was investigate / evaluate the impact, if any, of the loan on Liberian agribusiness.
2. CHALLENGES
To establish lesson-learning, document impact/outcome, and accountability measures through evaluation of the CBL-MFDP intervention in small Liberia agribusiness on expected outcomes as well as unintended effects.
To Establish and measuring against a counterfactual of what those outcomes would have been in the absence of the intervention
3. RESULT
In 2014, Amaka Consulting completed the evaluation of the 2011 and 2012 small agribusiness loan guarantees with the Central Bank of Liberia in support of lending to small and medium enterprises (SMEs) and microfinance institutions, principally in agribusiness.
Amaka Consulting applied:
Mixed methods approach including statistical analysis of loan data, key informant and group interviews, and desk review. Amaka Consulting designed a customized framework for each case to account for unique partner guarantee objectives, context, and developed indicators.
Utilized two-week field assessments to conduct semi-structured interviews with the partner staff, the CBL and MFDP representatives, and other financial sector experts.
Amaka Consulting along with secondary local consultants collected additional documents from interviewees, as well as lending data from the partner institutions. The borrowers were approached through focus groups, questionnaires, or one-on-one interviews.
Used a combination of comparative analysis, statistical analysis, and content pattern analysis to draw findings from all of the collected data, from which conclusions were drawn.
Amaka Consulting produced a detailed evaluation report, an impact brief, and made a presentation of the findings to the CBL and MFDP support team.
