ENVIRONMENTAL & SOCIAL

IMPACT ASSESSMENT (ESIA)

1. ISSUE

Environmental & Social Impact Assessment (ESIA)
to predict through an assessment of all potential environmental and social impacts of  the Liberia Urban Water Project; and evaluating alternatives and designing appropriate mitigation, management, and monitoring measures

2. CHALLENGES

Examining the Liberia Urban Water Project's potential negative and positive environmental and social impacts in light of triggered World Bank safeguard policies, and to propose an Environmental and Social Management Plan (ESMP) that outlines measures needed to prevent, minimize, mitigate, or compensate for adverse impacts and improve environmental performance.

3. RESULT

  • Established an Environmental Impact identification & Rating with the project team. This was done by grouping similar project components known to have different activities but expected similarities in impacts.


Impacts identified included:

  • Disturbance to traffic and damage to public utilities.

  • Impact on buildings (houses, business, and schools).

  • Air quality problem (i.e smoke emission from machines).

  • Noise Generation (from excavation processes).

  • Risk of water and soil contamination from fuels and lubricants on site.

  • Construction Safety.

  • Construction Materials and Waste Management.

  • Pumping and discharging of stormwater.

  • Risk of flooding.


Serving as the sub-contractor  for the Liberia Water and Sewer Corporation for the World Bank's Liberia Urban Water Project, Amaka Consulting: 

supported the formation of the Environmental and Social Management Plan (ESMP) which provided:

  • Environmental mitigation measures.

  • Institutional arrangements for the implementation and monitoring of mitigation measures.

  • Procedures and processes for implementing the ESMP.

  • Detailed Project Implementation Manual (PIM)
