LIBERIA'S NATIONAL CIVIL SERVICE AGENCY CAPACITY BUILDING PROJECT:
Amaka Consulting enables community development organizations to develop and strengthen the competencies, resources, and processes that they and their and partnering communities need to both thrive and to make meaningful impacts on the people served.

 

Project Title: CIVIL SERVICE AGENCY CAPACITY BUILDING PROJECT

1. ISSUE

Organizational Capacity Assessment & Capacity Development toolkit to be used for CSO Capacity Building assessment based on internationally recognized institutional development tools.

2. CHALLENGES

The Civil Service Agency (CSA) is a government enterprise of the Republic of Liberia. This engagement involved assessment of CSA's operations, and capacity development tools to help CSA provide organizational development options for civil society organizations (CSO).

3. RESULT

Amaka conducted an extensive review of CSA's existing training assets, assessed the needs of a cohort of four categories of civil society organizations (CSO) based on their service types:

  • Social organizations serving vulnerable populations

  • Organizations devoted to economic development

  • Educational groups, and

  • Environmental organizations.


Following the assessment, Amaka Consulting developed an assessment report for CSA, and a toolkit that included:


  • Project design and budgeting training which most CSO lacked


  • Organizational assessment and capacity building tools.


  • Training exercise to increase  CSO knowledge of their participation in national policy and decision making affecting each of their focal areas.


  • Developed template tools and mechanisms that each CSO could utilize to contribute meaningfully to their community development priorities.


  • Recommended systems that CSO could use to increase  dialogue between CSOs and their government focal points


  • Provided tools, templates, and other resources that CSOs and the governing CSA could use to foster more private sector partnerships.


  • Developed a performance management plan and evaluation matrix that both CSA and CSOs could use to keep tab on implementation of the performance plan and to address foreseeable capacity development barriers.
